    Wouldn’t it be better to make that once it has been BUILT?

    • The human player can start buying up citystates so they win the turn the UN completes. The AI’s wouldn’t get the opportunity to counter that if they waited until after it’s done.

    There is a 10-turn delay until the 1st vote is taken (at epic speed, I don’t know if it’s different at standard).

    • Well, it’s probably good for the AI to get a head start. After all, diplomatic victory has traditionally been super-easy for human players. 🙂
